The amount of tax support in relation to the prior year’s equalized valuation establishes the aid category; the greater the funding relative to prior year’s equalized valuation, the greater the aid category
5 aid categories – from .50 to $1.50 per capita.
The decennial Census is used in the formula to calculate payments.

Requirements to receive Per Capita State Aid
1. Minimum number of employees determined by population (State Library Link)
2. Annual minimum hours of library-related continuing education (State Library Link)
3. Completion of the annual PCSA Report, NJ Public Library Survey which is normally due by April 1
4. Librarians at each library should have NJ Professional Librarian Certification. If certification is not obtained, the librarians may not be counted for PCSA regulations.
